For me it depends on my mood! If I'm wanting to do a "let's replicate history, but get it right this time!" type of game, then I try and play within my ethical and politcal framework (peaceful diplomacy and growth, helping poor, disadvantaged nations, switching to democracy and even Democratic Socialism when I have the chance-that kind of thing!)
Other times, I just want to have a fun world-conquering, war-monger game! In these games, all of my politics and ethics go out the wimdow. When that happens, look out world 'cause the nukes are going to start flying and, where there's nukes, my tanks and radar artillery are not too far behind .
Sometimes, being a ruthless, domineering bastard can just be TOO MUCH FUN-but, hey, no-ones getting hurt!

Out of curiousity, why is Xerxes such a jerk? He alone is the one guy I have issues with. Bismarck is ok (as AI, when I'm him I'm a real overbearing imperialist), and I can deal with Catherine. Usually, once I am ravaging the lands of Persia, I hit Babylon for their intellectual arrogance (Oh, really, so you do have Space Flight, hm? Repeat that to my 60 MA's outside your capital, please).
And who does not enjoy building an empire out of the backwards Zulu state?

The one thing that strikes me as puzzling is the fact that civ3 values too much combat and war and there are not so many incentives for a builder to play his preferred type of game.
If you're a warmonger, you surely will have lots of fun.
If you're a builder, the game is fun for a while, then it becomes boring. Move worker, move worker, hi cathy, move worker, hi monte, move worker, another hospital is ready. For a builder game to be really fun, you should have an in-depth economic and cultural simulation. Alas, that is simply impossible given the mechanics of the game.

I try not to declare war. That's about my only rule! 
In my last game I got bored and built 5 nuclear subs and 15 tactical nukes (I modded the subs to carry 2 each) and parked them outside strategic Aztec cities on the other side of the continent (they were the only other civ left from the original 16 and about my size, a bit bigger).
Then they declare war on me, raze two cities and capture Zimbabwe (which had Hoover, glad they didn't raze it). I took back Zimbabwe and retaliated with the 10 sub-nukes, razed a coastal city with marines (carrier and BB support, plus it had no mech inf), nuked 5 more cities near my border with the other tac nukes and their three main inland cities with my ICBM's.
They had 4 tactical nukes, but didn't use them against me on their next turn. Even if they did, they would only reach by border cities whereas my subs where strategically positioned next to their core.
I was watching The American President on TV and heard a line which I think describes it well: "Proportional responce".
So back to the topic: this was past 2050 and I wouldn't dare to take such an action if I didn't plan on quiting in a few turns, which I did with the confidence of knowing I had dealt a severe blow to another Civ with my weapons of mass destruction!

Geez, all you peaceful guys make me feel like i'm evil. IRL i'm a Republican, and no i'm not all war, I just don't believe playing around when theres a more direct solution to a problem. And i've always prefered tax cuts rather then raising taxes, but lets not get into a political discussion, heh.
Ingame I don't have any restrictions though, backstab an ally, wage war on the world, and slave labor. Of course, i'll usually build up first, keeping my neighbors happy while I gather my forces. I once placed tanks near every American city after getting an alliance/rop with them, then proceeded to nuke each one of them for a quick conquest. My only reason? Japan was devouring Greece and even after my annexing India I felt I needed a bit more to be safe, since we were the two superpowers. Was lots of fun. I find if I play builder too long the AI thinks it can push me around, and then I need to wage war on the world to prove them wrong. Don't blame me, blame the AI.
Of course, i'm planning invasions of the AI as I negotiate pacts with them, maybe they can sense evil. Its always suprising to see an AI backstab me when I was 10 turns away from doing it to them. Like India coming through England to attack my conquered German lands. England for allowing them passage, and then India for even attacking me. I had planned to invade England once my forces were gathered, bribing India to attack them from the other side. But thats what makes it more fun, heh. Oh, and the civ I usually play as is either China or ocassionaly Persia.

interesting...
i try to keep at war, because u can expand very rapidly and increase ur score. (but i hate bush)so my ideal type of gov. is communism.however when im not at war democracy is the sweetest of them all.

Well if I'm really dominant on one continent and the game turns into move worker move other worker build hospital move galleon I might abandon because it gets really boring. But I try to win through UN or Spaceship. I play on Regent and I'm usually dominant by the middle of Industrial Age.
I don't come across cities much larger than 12 because the AI are still building hospitals. And I don't play for total military victory either.
