Up at the top, under civgroups, then to Glory of War, then go over and click join. Unfortunatly, since you are new, it may take some time to authorize you. If you are a true warmonger, you will be accepted for sure.

I concur that anything I send away to any of the team's diplomats is information for the ENTIRE team unless specifically stated (not that I can see a situation for that).
