I think that it's probably best that we elect our President, and elect all ministers. What positions should we have? It's not like in the C3DG where there are 50+ active people who can fill up all the required ministerial positions quite easily. With only 13 members I know that some will have multiple jobs. So what shall it be?
Here's a few ideas:
President: do we call him Prime Minister, Consul, or what? I think he should appoint a willing member as his Vice-(?).
Armed Forces Commander (AFC) (or we can call him SMC or just Military Commander) . Can appoint a deputy if he so wishes to, and thus can assign that deputy any job that he desires. IN charge of ALL military units.
Foreign Minister Responsible for communications between host civ and other nations, acts as ambassador (or can appoint someone to act as ambassador) to other nations, finalizes trade deals/alliances and or anything else that may fall under the jurisdiction of Foreign Affairs...May not declare war without the majority of all members polled and the President's tying vote. Mostly has to poll the people for decisions, but can outline his own foreign policies.
Culture Ministry I feel that there should be two ministers under this post: 1 to build cities and choose city sites, another 1 person to decide what will be built in those cities in a given time.
Science Advisor Probably the easiest position generally since most of the time will be spent deciding what type of science to allocate science resources towards, and then waiting for research to complete.
I recommend these be the "bones" of our government. Soon we'll have muscles on our skeleton
