I'm sorry, but I don't think I quite understand you. Are you saying that you can build a settler even quicker than outlined in the spreadsheet? Without bonus resources, I doubt that is possible.
Yes - growing from 1 to 3 is 20 turns. We can have a settler in 22 turns.
We'll have a military. I'm strongly in favour of keeping a larger army than our enemies - if only to point them to their military advisor (F3) and let them see for themselves :-). And yes, we take a little risk in the beginning, expanding this fast with one spearman in our capital and only warriors in the other cities, but if we get things going and we don't get attacked in the early stages of the game, we'll have a bigger production and therefore a bigger army than our neighbours. I am in favour of taking this risk, because I think the chances are small that a Democracy team will attack so early, considering the majority in their team they would need. If you see this differently, please feel free to share your view.

Our troups in the west could seriously use an animated Colossus...perhaps Legoland would deal for Ceremonial burial?

Legoland is a builder (Ind/Com) they start with Masonry and Alphabet. Their UU is the Numidian Mercenary 2.3.1, costs 30 to build...or as much as a settler. If they're smart, they wont waste their time building but a few more than they need to put one in each city. Plus, to get their UU they have to research Bronze Working first.
