This was a chieftain game. It was probably my third game ever. And I was way ahead in the tech and getting a lot from some of the other civs.

OK, the dumbest thing I ever saw the AI do was refuse a city OF ITS OWN that I had captured in a recent war. The Chinese had declared war on me and invaded. The first thing they came to was a fortified city on a checkpoint and they lost untold numbers of Riders against it. After I had built up an offensive force I counterinvaded and captured a city, around Size 8 or so; then I moved my army next to another city and demanded peace. They gave it.

Now, upon further examination I didn't really want the city I had captured, since it was undeveloped and beyond my convenient chokepoint, as well as being so far away from my capital that the corruption was a backbreaker. So I reopened the negotiation screen and asked for a luxury in exchange for the city -- they were insulted by the deal. So I asked for 200 gold in return for the city, and they were insulted. I asked what they would be willing to trade for it and they said it was no-go. So finally I got fed up and just offered the damned thing to them for free, to unload it. They flat-out refused.

This was their city! Every citizen in it was Chinese. I hadn't pillaged or razed any of their cities, and they'd declared war on me instead of the other way around. And yet they told me to stuff it.

The stupidest thing I've ever seen the AI do was refuse giving me one of their cities for my entire, massive empire that was larger than every other civ COMBINED.

seen it before , example ; giving them one buck , they refuse , but when you give them one buck and ask for a map , then they are happy , ...

This was when the game had just come out, pre-patch. Who knows what malfunctioning line of code was responsible.

And back then you couldn't even Abandon City

I've had a Polite AI not accept cities for no reason I could determine other than - perhaps - they were not in a great location. I've also had the AI not take a gift of any kind from me a turn or two prior to launching an attack.

TheArsenal, Who were about to attack, you or the AI?

If the AI were planning to attack then accepting gifts could possibly disturb his plans. If I planned to attack an AI and he offered me a gift I definetly would have to think it through before acceping/declining. If he offered me a tech I wanted to go to war over I would accept it. If I planned to annihilate him or take land/resources/luxuries I would refuse.

Can you point out a TBS game of the same complexity but with better AI than Civ3?

a better AI could be made , ..... but huh , we would need another gig of it then , ... this is the main problem with games , most people dont want 2-3 gig size games , ......

That wasn't written very clearly was it? I mean to say: The AI was getting ready to attack me. In fact, although it happens (in my games) very, very rarely, the AI not accepting my bribes is the clearest indicator of imminent attack I have seen yet.

Sort of, to have a strong AI it would have to be able to set himself long-term goals and follow them. Like 'get rid of all other civs on my continent.'
