my economy dropped from strong to good as a result of banning cars and stopping cruel animal practices, which also caused Eternal Cold to drop back to "Corrupt Dictatorship"

The Commonwealth of Imperial Varocia is a tiny, socially progressive nation, notable for its barren, inhospitable landscape. Its hard-nosed, hard-working, intelligent population of 6 million enjoy a sensible mix of personal and economic freedoms, while the political process is open and the people's right to vote held sacrosanct.
The tiny government is effectively ruled by the Department of Law & Order, with areas such as Social Welfare and Religion & Spirituality receiving almost no funds by comparison. Citizens pay a flat income tax of 3%. A substantial private sector is led by the Uranium Mining industry, followed by Pizza Delivery and Soda Sales.
Surveillance cameras are banned. Crime is a serious problem. Imperial Varocia's national animal is the Orange Duck and its currency is the Eagle Feather.
Right now I've got to allot taxes, and herin lies my dillema:
1. Education: The guy wants more money here. He says the Education system sucks, I cannot see how throwing more money at it will realistically fix it, but I selected this one.
2. Military: He wants a bigger army: no chance in hell
3. Social Services: I don't beleive in Socialism.
4. Tax Cut: You get no better than a flat 3% Income tax. Stop whining.
Which is the best option?

The Commonwealth of Vienna Instolia is a small, environmentally stunning nation, remarkable for its strong anti-business politics. Its intelligent population of 8 million are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.
The enormous, corrupt government juggles the competing demands of Religion & Spirituality, Law & Order, and Commerce. The average income tax rate is 32%, but much higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Uranium Mining.
Crime is a problem, and the police force struggles against a lack of funding and a high mortality rate. Vienna Instolia's national animal is the llama, which frolics freely in the nation's many lush forests, and its currency is the dollista.
This is going to end up a dictatoirship.....
