Actually, the scenario is excellent ! Try it in SP and you'll see

The only problem is that the first phase is incredily slow in a pbem!

It might be more suitable to a real MP game, as the turn can be played quickly (not many units or cities)

I'm at CST US and I can't remember what the GMT relation is (-8 or -9) and my schedule is extremely flexible...
