While I hesistate to even respond to your childish name-calling (really, we're all beyond the paranoid "scumbag" accusations), I would say that yes, he would have--as it was a stated goal of his administration, and it was Al Gore who championed balancing the budget above all esle.

You seem to have a deluded sense of history, since I can clearly to recall Gore casting the tie-breaking vote on a budget that was aimed at reigning in the deficit that the Republicans balked at, and then later the Republicans shutting down the government over Clinton's deficit-cutting. He established early on his desire to balance the budget and unveiled a 5-year plan to do so.

And as for Reagan...he's a greater scumbag than Clinton, IMO. He blatantly disregarded the Constitution with his little contra affair, he drove us into a recession so he could help the rich get richer and he ignored the burgeoning AIDS crisis at a time when government action was most crucial. Yep, scumbag.

Cutting military spending and upping the share paid by the uberwealthy sounds perfect to me. After all, in spite of all the Republican whining (and outright lies) about Clinton rendering the military unprepared, they performed magnificently in Afghanistan, without any notable changes from Bush.

Since military overspending and tax breaks for the rich were instrumental in spawning the deficit, it makes sense they should be reigned in to cut it, now doesn't it?

Its possible that Reagans personal beliefs may have slowed recognition of the extent of AIDS problem. Eevn if we had jumped on the bandwagon and thrown even more money at AIDS research than we already have, its likely that very little would have changed. Reagan doesnt deserve the scapegoat status that too many gay organizations have thrown at him.

We dont know whether Reagan knew. Casey was the last of the WWII era intelligence cowboys and could easily have cooked up the whole thing without Reagans knowledge. I've noticed that it seems to favor Ralph Nader. What suprises me is that my #4 choice is the Socialist Party.
