ICS = Infinite City Strategy, aka Infinite City Sleaze.

A method of play that involves spitting out tons of ill-defended cities as a way of overwhelming the AI through sheer numbers. Developed as a foolproof method of winning at Deity level.

it is within the realms of a standard map that can be engineered without the gigamap patch.
