Whoa, just how many people did you make aware of this idea? We don’t want the Russian people split up amongst a half-dozen countries. If freeing the people under the czar means that any opportunistic nation looking for a bit of land is going to come in and carve a bit for itself at the expense of the Russian people, perhaps this isn’t such a good idea at this stage.

The following is occurring in secret:

FRS businesses, manufacturers, merchants, etc. are being encouraged to compete as much as possible with the czar’s industries. Any area that the czar derives income from is attempting to be undercut. Operatives are going across the border and extolling the virtues of the FRS, attempting to get even greater sentiment among the czar’s population for a switch to being in the FRS. Markets and transport are being extended to the border regions, expanding influence and outcompeting the czar, so as to sway his population economically as well as politically. Any person in the czar’s Russia who wants to may become an FRS citizen, even if they continue living where they were. Also, any other actions that we can inconspicuously take that will destabilize the czar’s rule are being done.

To Free Russian States (top secret) : We didn't tell anyone of the idea but you. I have no idea how the Ottomans found out. However, their excuse for attacking is a decent one. Since they are a absolute monarchy, there would probably be some human rights violations in Czarist Russia, especially against minorities.
