I also think Kalingrad should be Kaliningrad, and I also prefer the real names for cities (for example Köln instead of Cologne and Milano instead of Milan etc) but that is your choice.

But in this case, it's the Nationalists and not the Communists running China, so these Chinese will likely be using NATO tanks.

Yeah, but towards the end, when they were deliberately smashing the Communists they were using primarily US equipment.
IDEA!!! How about an event that gives the Chinese tanks, planes, and/or artillery for destroying such? Granted it couldn't be every unit, but maybe some KV-85s, Yaks, and 250 mm Arty...?

An small error I've noticed: The Soviet bombers come in the wrong order, the Tu-95 coming ahead of the M-4 Bison Bomber where it should be the other way around (I think).

Also, the Soviets start with a number of MiG 15s and 5s placed, while they cannot build them from the beginning. It is a little weird to get a text message when you discover the tech "Stalin Gets New Weapon" or whatnot when you've been using them since the beginning of the game.
EDIT: Also, the Russians start with a T-50 in Moscow. Intentional?
PPS: There are two regular infantry in Kaliningrad.
PPPS: There is not very much of a difference between Katyusha rockets and 250 mm Arty. Likewise, the NATO Rocket Arty and the 150 mm Arty are nearly the same. Could one of each set be removed? While America/NATO would then lack rocket Arty, NATO would get the V3 and the US will get the Flying Fortress. The resulting unit space(s) could be used for a Chinese UU.
Also, there is a Neutral Regular Infantry in the Independent city of Benghazi.
Finally, would it make more sense for the Rebels fortified outside of Jerusalem to be Independents?

A noticed that when you kill a WARPAC Allied General while playing as European Free Nations, the computer doesn't lose the 1000 gold => the event doesn't trigger
Plus, isn't it possible to give NATO a bomber? It only starts with 5 and can't build any more.

If I understand correctly, a bomber is in the works, and yes, the event problem has been recognized. .

Oh, also, isn't Belgrade too much west? It's now lying in the Alps, it is supposed to be east of them (I know that it is not easy to find the place to put some WARPAC allies cities, but this is annoying because we have no road (or possiblity to build one) through the Alps, from Gemrany to Italy)

The nature of the maps in CIV2 are such that some slight liberties have to be taken in tight-packed areas like Europe...

The bombers are staggered in such a way that the prop-driven bear comes before the sleek killer Bison.
Do you think that the Soviet heavy (bear) should come second?
The Chinese UU is sorted, the type 3 tank is a decent MBT, similar in power to the sherman.
About the Nato 150mm, etc,
we need some sort of howitzer for the westerners.
I will look at making rocket and shell-firing arty more distinct,
like making rockets more expensive but with good firepower.
Regular Arty can be good too, but a cheap alternative to rockets.
The T50 is the remenants of a 'prototype' idea I had earlier, it shall be removed, as will those migs...
Well, some of them...They are meant to be secret.
A Mig-5 will be in Moscow, as an evil surprise!
It is to the world that Stalin reveals the new jets, his airforce already knows!
The stowaway in Benghazi is fixed, and the rebels are outside Jerusalem to simulate the climate of total war in that region.
The indies will get involved soon enough!

Sounds good. The bear seems to be more powerful than the Bison, which is not good considering the effort necessary. But if the difference is good enough, then I'd gladly research five more techs to get Bisons.
It makes sense for the Bison to come second, if indeed it is the better.
