What particular use would the DM have for scouts? I can sort of see how the FM might want them, but even that's a stretch.

Domestic was a combination of city planning, city placement, workers and scouting. All were seperate elected positions that were combined into one. Scouting wasn't a priority as we knew most of the world and were using the FAM office for getting those parts we didn't know. However, in terms 1-3 this office was one of the most important. Thus, I say it is a gray area and a consensus (no elections or anything, just discussion) as to whos position it is.
