I would like to say USA, being a damn commie , but... Nah. Only if they were attacked (with nukes), I suppose... In fact, the recent Rumsfeld's war on Iraq showed an efficient way to make wars... without killing 40,000 or more. They don't need to use nukes. And the USA needs the conquered terrain in good shape, to make some money. (don't kill me, I'm just kidding!)
Russia, because the lack of control... Pakistan and India, cause those folks are too similar and hate one each other. And Israel, in case of a really serious threat.

Pakistan has to be #1, simply because its the least stable nuke owning country, one coup and who knows what type of government they will have. Also, they've never ruled out a first use of nuclear weapons in a war with India. Although, because of Pakistan's nukes, India will probably never launch an attack designed to occupy Pakistan or change its regime.

Israel is #2 because they will use nukes if they are losing a conventional war. And another conventional war is still very likely given Israel's offensive posture which includes occupying other nations' land and conducting military strikes against other countries.

re: North Korea. They have to act a little irrational. It will never be rational for the North Koreans to use nukes in war, they would only partially damage the US or Japan but they would be wiped out. So if they don't feign a little irrationality and look like they really might use nukes they would have no deterrent. (p.s. I don't think they would ever use nukes against S Korean cities, those are their brothers after all)

Azazel, think about the worst scenario: Some Palestinian terrorist group buy a nuclear device from, say, a former Russian nuclear scientist (I know, it's more like a Hollywood movie... Unlikely, but possible ) and uses it in a terrorist attack in Israel. I really don't know how Israel would react.

I think they'd be rather stupid,considering the bomb blast would kill lots of palestinians as well... on second thought, that reminds me that they don't care.

This is really the stuff of nightmares. Israeli intelligence works days and nights to prevent such a thing from happening, and luckily, nukes don't just lie around. They demand a lot of care in handling, and can be detected through their radiation.

I suppose that if any arab country would attack Israel with nukes, the entire ME would turn into a dustball, not just that country. At least, that's what I hope the arab leaders think.

Actually, nuking some city in the center of Israel, like Tel Aviv, would kill very few Arabs at all. Nukes are not that powerful people, don't exagerate their power.

They are completely immoral. At least nukes POTENTIALLY have a moral use (not much though), if you can use them in the field without hurting civilians. But neutron bombs' entire PURPOSE is to mass murder civilians.

A good nuke has around 40 km in complete killing radius. and another 40 with 50% fatalities, IIRC. this would kill tens of thousands of Arabs in Jaffa and Lud, and will kill lots of Palestinians as well.

For me itīs also the USA and Russia.

The USA because their President hasnīt ruled out their use in warfare (and I donīt trust the current President of the USA very much).

Russia, because I fear that some of the weapons could get "lost" and reappear in the Hands of Terrorists (for example because one underpaid member of the russian military got bribed and sold them under hand).
