1) Archaic claims to have 'pactmates'
2) Herc has stated that he is at V with both Tuskies.
3) I am at V with both Tuskies
4) the Tuskies are already at V with each other
5) Already at V pactmates do not intervene

Conclusion: if #1 correctly used the plural, then Archaic is pacted with both GT and Flame
