The Drones are pacted with the Hive, and they basically act as one faction ATM. They are Planetary Governor, and are the second most powerful faction. They share an island with the Hive (we have our own). They've also probe raped PUT a while ago, so we don't have good relations with them at all.
Recently we unified with the Planet University of Technology (PUT), doubling our power. However we are still weaker than the Hive-Drone alliance, who it looks like we'll have to be fighting in the future. A big challenge in other words, but that makes the game more fun, no? 
As for the make up of the Consciousness. Towards the end of every month, we hold nominations. We have four positions:
Prime Function, who plays the turn.
Second Function, who fills in for other officials and is responsible for Social Engineering.
Internal Affairs Function, who gives the orders for formers/crawlers/builds and bases.
External Affairs Function, who handles diplomacy and military units.
All terms start on the 1st of each month, and last for that month.
This is all a little daunting I'm sure, but feel free to ask any questions you wish, either in the "Welcome" thread, or by PM, or have a look at the latest PUT and CyCon turns you find in the turn report thread. And feel free to contribute to any discussion. We are very open about our policies.

In a nutshell (don't have too many specifics as have been out of the country on and off for a month or three now):
We are nearly finished with our war against the Pirate faction: PEACE. We have conquered almost all of them, making special use of the Maritime Control Centre, that we built. The other human factions around are the Hive (as you might expect with a large population and MANY Secret Projects) and the Drones, who have some kind of on/off cooperation with the Hive. The Hive is involved in some feeble efforts to protect what remains of PEACE. We are not at war with the Hive or Drones yet, but it may just be a matter of time. The other human faction, the University, ended up almost inactive and eventually was merged with us to form the CPU. We play both turns now, and are at a level of full and total openness and cooperation with each other.
On the domestic front, we are trying to work out how best to exploit our cooperation with the University to get the most tech etc out of it. To this end we have just voted to switch the CyCon to Free Market, to take more use of the Planetary Energy Grid (a SMAX Secret Project that gives free Energy Banks in every city). In discussion ATM also is on whether to attempt to assimilate one of the AI factions, the Data Angels (a SMAX faction with good probe teams), but this may divert enough troops that the Hive/Drones could attack us.
If someone who has been more directly involved the last months could fix up any inaccuracies in what I have said here and add to it...?
