After reading the Politburo thread it seems the NKVD were acting beyond their authority in making changes to the actual file rather than making recommendations to the Marshal which can be disputed by the people in charge of those cities.

The Economic Minister was given control of many cities in the Caucuses region but it was not made explicitly clear whether that included troop movements/offensive operations if the cities came under threat.

This turn is special, I authorized the NKVD to make the changes themselves because they had such a great job finding all the changes and your Marshal felt that they should have a reward for doing so.
