I'm pretty sure Frozzy has no interest in returning, we talked a couple months ago right after the last election and he mentioned no interest in playing anymore.
(I'm not interested in joining again either, just came by to wish you guys good luck against the enemy)

A game with five participants doesn't need three judges. It needs none. Neither does it need a constitution. Don't make it overly complicated, or it will die again. You previous game died, because it was too bureaucratic and people begun to lose interest. There was no need to copy all that governmental stuff from the Civ3 game, which had 50+ active participants.
As far as I see, all you need is a First Consul (the player and poster of screenshots, in war time he has the title Emperor) and a Senate (everyone else). Take a cool civ (not that it would make a difference in this game, it's just for the roleplay feeling). Rome coming to my mind, SPQR. Have the whole bunch of ancient civs as opponents, I talk about Celts, Germanics, Goths, Greeks, Egyptians, Carthaginians etc. Set up a nice map, make elections, create and keep a neat storyline, name your landmarks and your armies and go ahead conquer the world. It takes so little effort.

There is an obvious lack of interest in the CTP2 game at the moment. In order to get it going again, somebody just needs to take charge.
Tyrranical dictatorship anyone?
After it gets back off the ground, and more people start to take part, the government can be couped and a democracy can resume.
