Pardon me, but Panag's tips aren't that helpful as they aren't specific.

First of all the question is if Bods is using ACS at home or work, because it makes it more complicated if it's at work. Then it could be due to a forced proxy server which hasn't for some reason worked correct for ACS or the site has been blocked as non essential by the system administration, if there's strict policies about Internet usage. The same could of course have been done by a firewall or then the firewall is for some reason blocking the site. In both cases he should contact his system supervisor or any other assigned contact person, and ask about it, because there's no way around it. If it's at home, then he could either be using a proxy server that doesn't work properly (forced or optional via settings) or then he uses a misconfigured hardware (most likely NAT then) or software firewall which should be temporarily disabled for testing, to verify if it causes the problem. One possibility is that the ISP has temporarily blocked a certain IP block and thus the IP address 207.44.244.82 can't be accessed. However PH wasn't that precise with the details, so it's hard to make a precise assumption.

huh , instead of posting that you could maybe come up with a way to contact him , .......

as long as i cant contact him true e-mail or any other form of communication there is little i can do , ......

if he reads this thread , reinstall your conection software , talk with the isp , ......

i have seen servers that block certain pages from isp or employers because they are game related , ......
