It always is, in terms of construction costs. Relocation of personnel, communications, IT and support infrastructure adds a bundle, too, although NYMEX had their comms/IT infrastructure set up to do that very nicely, and it got them up and running very quickly after 9/11. Thx for the link. The French expression is "Qu'ils mangent de la brioche" (actually, it translates into "let them eat cake", but not vice-versa: a more immediate translation in French would be "laisse les manger du gāteau"), so I didn't make the connection.
