We have university so why not build that?

We can Xin city's for tax and sience but I strongly suggest we do this in different city's as to not waste our money and resources.

they didn't think about it at all ...so I decided for myself ...it's beter to have polyvalent cities

With 70 percent Taxes, we would make a profit even while xinning.

However, we need to have a vote, on whether we prefer to use those shields building crusaders. IMHO, I would rather have Markets to increase the luxuries and decrease the need for martial law.
