Switch to Communism. When I played civ2 I never used republic or democracy and I always had research rates of 3-4 turns.

I learned pretty early on that I'd rather play civ, go fishing, and spend time with Mrs Horse and the kids than go to the top and get an ulcer.

Well, at least you have some lackeys to shove around. Consider trading them in for another species though. Humans take too long to breed.

If it really bothers you then open the cheat mode, select scenario parameters and toggle the option called something like 'AI WWII only total war'. This prevents either Republic or Democratic governments from interfereing with your warmongering.

Of course... part of the point of those governments is that the citizens are supposed to have the freedom to prevent you from making war but... well... what do people know. KILL KILL KILL ( ... to quote King Lear... yes ).

ya outsourcing is one of the biggest crocks ever. You end up paying some consultant mega bucks for something you could have done yourself at a fraction of the cost.
