I interpreted it as you must devote your entire income for that turn to building the factory, and the +3 is the result, not an additional cost.

Tactics

In Nepal, thier is no military and the population is a peaceful one, but here is a strategy just in case.

Team 1 (the black line) heads from the Indian-Bangledeshian border. They capture Biratnagnar then head on towards Dharan. They continue taking cities along the border until they meet the capital. First, they must take the town of Bhaktapur. The they charge towards Kathmandu and the effective end of Nepali resistance.

Team 2 (gray line) heads for Dhangandi, capturing it. From there they head off into the even less populated West Nepal, capturing Nepalganj and taking the march to Pokhara. Soon after, they are to charge into the capital, Kathmandu.
