I don't use Linux at all in the summer, I spend as much time out of it as possible.

And even then, my Linux programs are stuff for programming 99% of the time.

hdparm has been around for quite long (although it obviously can not be used for causing spin-downs automatically) and cpufreq has been backported to the 2.4 series (I don't know how *old* cpufreq is itself, though - what I do know is that there is support for it before 2.6.0).
