Does not present a problem to me, make up a civ.
Being based on history is like a docudrama. It is based upon, it is not a true reflection of. It will stray, it will make up. A simulator, now then you need to be accurate.

agreed. But I believe that the Romans possessing the Industrial trait to be one of those times that needs accuracy. Go ahead and include some other trait for them; just about any other applies....but Rome should be industrious!

These are a far better fit for Rome IMO:

IND & EXP

well if only three traits where allowed , or when traits changed with era's , .....

the romans had different era's when it comes to the civ traits , ....
