My first leader is almost always an or FP, which depending on circumstances. If it's not an army, the next leader is.

I'm quite a militant player, but after securing that first army victory, I tend to use leaders for wonders, as long as there are any available. Any further armies will be from the Military Academy, or late-game leaders when there's no wonders left to build. As Arrian said, the value of a GL falls sharply towards the later game. This both since there's not much to build with them anymore, and since you tend to get alot of them in modern wars.
