Because no one with any decency has their pants down taking a crap in a public park. If you are half way through a dump and someone starts ****ing in the next cubicle, it's not like you can leave straightaway. At least in a park you can get away quickly.
And to add, when was the last time you were absolutely busting for a walk in a public park. If you can't get in the park because of the ****ging couples, it's a lot less of a hassle than if you really need the toilet.

If you were with a child it would be much easier to explain away noises in a (presumably) closed cubicle than it would be to explain what they would see in a park.
As for the bursting thing, being a guy its much less of a problem. If I were bursting for a **** then I would consider waiting until the last minute to use the toilet a bit odd. I get signals hours before I need to go and thats plenty of time to find somewhere else to go.
But being halfway through then hearing it.....ugh...Im with you there.

Oh, I whole-heartedly agree. Sex in a public place is really revolting for anyone not involved, and I think it's deplorable that people would do it. But it's clearly become a problem not just of homosexuals, but also of heterosexuals. If anything, it's probably abated for homosexuals, since a more open society has led to more socially acceptable means and places of meeting partners. That heterosexuals are turning something that was done by homosexuals out of "necessity" into something to do for a thrill is rather odd, IMO.
At any rate, if I have to go bad enough, I'm not really going to care of John and Sue are humping like bunnies in stall 1 while I'm in stall 2. At least, not enough to prevent myself from taking care of my business.

Perhaps the people who do this take a lot of joy about being promiscuous. Maybe the problem is they cant get enough sex to satisy them through normal means. I would sure like to meet a few women like that..

Looking through the sites (Big crunch was right on the money about dogging,com) there does seem to be a serious community around this. Im sure its possible to drop the odds of a 'suprise' if you do your homework and take part in the community first.
