I'm just guessing, but I suspect you can do it like linking to any other URL (that is how it works with images anway), so you'd do something like
{url=http:/apoloyton.net/upload/files/Theseus/name_of_file.zip}Some text here{/url}
replacing curly brackets with square ones. That's just a guess though.
BTW theseus - ever played Combat Mission 2? I suspect it'd be right up your street...
EDIT: just checked and I've succesfully linked to an uploaded file of mine this way in the past, so it does work. Anyone can download the file if they guess the name correctly though - so it is worth giving it some random letters and numbers somewhere in the name to make it more or less un-guessable.

Some observations on the screenshots:
Culture: There is a good chance Lego completed some culture a few turns ago. They are far from having the culture you'd expect from builders, which can only mean one thing: They're building an army. One of these centuries, we can expect them to either land in force on Bob, or on Stormia... Better to get some galleys on the lookout for them. We might need 2 galleys fortified on Inchoff 66, and on Blizzard 663 (especially this latter one might prove important).
I'm still not comfortable with the total shift towards civilian production... and seeing the orders, I object to one thing very vividly: the aquaduct in Cyclone. That's our settler / worker farm, guys, we don't need a aquaduct there, we need settlers! Also, D-ville: I hope it has completed its granary, which means we should also MM it into a good settler farm, not buid galleys! The only reason we have this production is because we focused on growth early on, the only way we can keep up is if we keep some growth happening... we do not have the land to let all cities grow naturally, we need those worker / settler farms!!
If you got too many workers, join them into harbor cities for all I care (which also means I certainly don't object to Bolderberg building a harbor, nor to Sufa going for an aquaduct). That's their final destination anyway.
Other strange things: Tornado would be better helped with a temple instead of a marketplace, as it needs a border expansion to grow.
Elipolis on harbor? It already has a courthouse then?
Power graph: notice the massive shrinking of GoWs power 2 turns ago. My guess is that they lost a lot of units in dismantling our army. (although... was this the time when they gifted a few cities to ND?). They haven't recuperated yet, so the power drop doesn't come from wounded units. ND keeps on growing, we need to think about these guys soon.
Please make sure to mention to RP that they better move their pikes closer home then to count on last moment city-teleportation tricks... not only did they lose the food and the shields in the box, but the cities are furter hampered in our hands because they have small borders...
