The peacekeepers get double the number of votes in the Council meetings.
Now: if they have say, 10 citizens, that's 20 votes.
IF they build the Empath guild, will they then have 25 votes (+50% of 10) or 30 votes (+50% of 20)?
I searched for the answer in this forum, but I haven't been able to find it.

30. The odd numbers sometimes don't quite work out to 3X, though. I think the EG effect is applied first, then the PK doubling, so you (usually) lose a vote or two with odd pop.
