Civ 3 Conquests - Does it include a scenario editor? Put an end to popups!

I vaugely remember some talk that Civ3C would include a scenario editor. While civ3.com has some screenshots of a rather nice looking WW2 Pacific scenario, there doesn't seem to be anything there which sugests that the lowly consumer will be able to get access to whatever tools Firaxis used to create the scenario.

Am I reading this wrong, or are Firaxis still ignoring the scenario building community?

I can only find this thread about that:

But that talks mostly just about added settings, not about what you can actually do in the editor.

According to the Conquests FAQ on Civ3.com you can create "complex scenarios". I still haven't seen whether you can place cities and units etc. in the editor though. Does Civ3 have a cheat menu (or equivalent)?

When that Conquests FAQ talks about the editor, it says this:

Sounds like a half step towards a scenario editor, but it sounds like you can't place cities or units, nor is there any events.

Anything they did to make the conquests they added to the editor. The ability to place cities, units, and do tech trees etc, has been around since one of the patches for the original game. Sadly no events though

Civ3 may look nice, but it will never have the genius simplicity and scenario making tools of Civ2.

I know where my bread is buttered, it's MGE and ToT for me!

Hmm... yes, I forgot about events. It's so standard for civ2 now that I can't even imagine what scenarios without events look like again.

Better AI, and some of the new features can make some events unnecessary, but especially ToT is still way beyond civ3 then.

=> the editor is bugfree perhaps?

I may get it one day, once all of the bits and pieces have been bundled together, patched, and the whole game has been turned into something one can actually use without having to resort to third party fixes for even the most basic scenario-making elements.
By that time though world peace will have broken out and the biggest worry will be what to actually base a current scenario on.

I don't think that's really possible for Civ3, because in civ3 the savegame/scenario file contains almost all the info (i.e. what would be in a rules.txt file in civ2).
