We don't have to remove our units, just the cities, AFAIK.

You have a good point here for GoW it doesn't matter what they do, whatever way they use to betray their ally, it is and remains to be treason. And treason doesn't need to be committed fairly, because it's just unfair.

If they can break treaties with us, why not do the same with ND?

The last time we were foolish enough to sign a deal with the Chinese ultimately led to this, our almost certain destruction. I would have hoped that it would have been recognized by now that there is no way that we can trust these people on anything.
