I don't know if this has been identified before: Pillaging of roads, railroads, and fortresses by the computer seems to be tied exclusively to the alpine flag. Once I removed the alpine flag, the computer hasn't messed with these terrain improvements. Even units in the partisan spot don't pillage, although a little "p" is in their shield when they end their turn on a road.
Just thought I'd share.

Sorry to disapoint you but only today I had a game which all kinds of units pillaged my improvements. First there was a catapult, horsemen, etc...

Yup I was wrong when I said "exclusively tied to the alpine flag"--I noticed a couple of fortresses have been pillaged. However I have not had one road pillaged and the AI is not conducting destruction on the same scale as when I had units with the alpine flag (roads pillaged everywhere). As far as I can tell, not one alpine flag-neutered partisan has messed with a road or fortress yet.
