I remember Empire, I really liked that game but that was quite awhile after this one. Not Theatre Europe or chess.

2) It had territories and is the first game I can remember that had a map editor for you to make your own maps and territories to fight over.

was it one of the early versions of 'Vikings - fields of conquest' - i played and loved the amiga version, but i believe there were earlier versions that may have started on the 8bits?

Link didn't work. This is the first video game I can remember that had resources (outside of M.U.L.E) that dictated the military troops you could build. I'm amazed no one has guessed it, I thought it was easy.

4) It allowed up to four players and their territory was displayed by different colors.

Something reminds me of "The Ancient Art of War" but it doesn't really fit the clues altogether.
