C3C: Forbidden Palace &amp; Secret Police HQ Browse Apolyton AD-FREE

Bueno es simple.. estoy en partida normal, tengo 18 ciudades en un mapa huge y no me da la opción de construir el FP!
Leí en la civlopedia que solo se puede construir en un imperio que tenga 10 ciudades en un mapa standard.. supongo que necesito mas de 10 ciudades en un mapa huge, pero ya llevo 18 y no lo puedo construir.. alguna idea?

Y sobre el Secret Police HQ que actúa como un 3er palacio, solo se puede construir en comunismo, pero eso significa que deja de funcionar si es que se cambia de gobierno?

Pues como no lo hayas construido sin darte cuenta...de todas formas en lo del palacio Prohibido hay un bug, aunque lo hagas tu corrupción no mejorará (y probablemente empeorará) hasta el próximo parche

En un mapa huge creo que necesitas de 20-24 ciudades para construirlo.
