My settlers suddenly can't build cities! What kind of bug is this? Support Apolyton, buy Call to Power 2

My settlers and colonists can't build cities. The B button doesn't work and the build city command has vanished from the command bar. What do I do?

Seriously, how big a map and how many cities are there? I ask because there is a maximum limit of 512 in the game. You may have reached it in which case the only way to build new cities is to get rid of old ones (preferably those of another civ )

No, there are only about 12 cities on the map (I've just started the 1490 AD exploration conquest.

Is this C3C? If so are you trying to build on a marsh? If so it must be cleared first.

In Age of Discovery you cannot build cities on anything other than grassland. I'm not sure whether this is a bug or a feature, but that's the case.

Yes if this a conquest, you could have special rules. If it is an epic game, post a save.

AoD doesn't allow cities on forest, jungle or marsh, you have to clear the terrain first. You can build on plains, grassland and hills.

At least that's how it worked when I played it.
