I think its the thin sensitive skin on the palatte reacting to the extreme coldness of the ice cream.

It has something to do with your head reacting to the intense cold it is feeling. Your body overreacts to the cold ice cream and, if I can remember this correctly, pumps more blood into your head which causes more pressure to be exterted on the tissue in your head.

In short, your body thinks your head is freezing so it is attempting to heat it up. The pressure causes the headache.
