No, they can have 2 radars, one that calculates average speed (Like in F1 or Indycart for you Americans ) and the other one that only capture anything above the average speed.

The point I was trying to demonstrate is that if different lanes are travelling at noticeably different speeds, how is one supposed to safely change lanes. The only way to do so is to adopt the speed of the lane you want to join - but how do you do that if your lane can only accomodate a much higher or much slower speed.

I admit I was very rarely in a car while in Germany, but I have yet to see a highway where you can really go fast. The only time I've seen a clear highway, there was ice all over it

Most people I've talked about it told me they had almost never the opportunity to drive fast on highways. And there are plenty areas where speed is limitedd anyways.
