I think not... You can set the starting gold from the server but it affects all players(including AI I think). You may hack the game and recompile it and so you may have an advantage over the AI...

Grab the source code, learn C, write a few little hacks to bias the game towards human players, recompile and you're away.

couldn't be bothered to learn c
so insted i just hacked into the game by using the civserver
then setting compress to 0 and svaing the games as ?.txt
then open the savegame in notepad fiddle around with it and open it again in the civclient.

Why do u want to start with more gold anyway? There are other dirty tricks to get advantage over AI...
