I keep getting the following error when I try to run the game. First I run the server, then the client, connect the client, then create some AI, this all goes okay. Then I get the following output...
Start Game
2: Loading Rulesets
1: Trying to find alternative ruleset filename syntax
0: Could not find a readable "techs" ruleset file
At this point the server ends and the client app recieves the disconnected message. How do I fix it?

What version are you using, what platform (windows? linux?) and where did you install it from?

Version 1.14.1, I use Suse Linux with KDE, and I downloaded the files from the download link at freeciv.org. I installed it from a directory on the Desktop.

I guess you compiled it from source. Did you remember to do 'make install'?
