CFC wants full tech parity. Do we allow them that parity at a cost of 25% of the actual cost for a tech?

No No No

If they want parity, then they need to pay 50% of the costs. If they want new techs (techs that we have not resarched yet) then they need to pay at least 40%. Letting them pay less is absurd and lets them bank gold while we spend ours on resaerch. Lets let them build their economy, then we can talk about "parity."

This is ridiculous BF, even if CFC fully builds up its side of the continent they will not be able to hand over 40-50% of what we can so I can't believe you are asking so much of them.

nye, chat is underway as we speak which of course makes starting a poll right in the middle of chat absolutely ludicrous.

You are absolutley wrong on this. This is valid because it follows the guidelines as set by the Constitution. Background information is available to those that seek it. If they want to be properly informed of what is going on, then they can either ask or you can provide it here for them instead of spouting off and saying this is not valid when it is!

BF. I am loathe to stand in the way of more participation from all members of this team, put putting a poll up to pass a law when the subject of the bill is still ongoing, and before any debate can occur after the relevant information is available seems to be a bit much to me.

Then tell the FAM to stop negotiating like they are currently doing. They make offers when none should be made. Sure CFC can help us, but dowe have tyo bend over so far to allow that? Debate on this issue has been ongoing, but the specifics were never mentioned. I feel that this poll only attempts to nail down some of those specifics that need to be determined in order for the team to make a sound judgment.

I will continue to post "official" polls like this one as long as I feel the need for speediness on the issue. Togas wanted to make the above proposal to CFC, although it eventually never happened, but it could be added at a later date. What's wrong with the team deciding how far we are willing to go? Does the team only get a chance to get a say in things when the Consuls and the FAM have already discussed things among themselves and with the other teams? Why do only the FAM and the Consuls dictate policy? This poll is to determine the exact policy reagrding CFC and tech parity.

Ok, now that the chat is finally over, the log has been posted in the correspondance thread. And given that the FAM was busy actually talking and negotiating all this time, then the person who started the poll should have at least the common courtesy to provide the relevant information or at least wait till the chat is over and THEN poll on what was negotiated.

I have absolutely no objection to polls being made, don't get me wrong, au contraire, thanks to MJW's poll we had a basis on which to negotiate with CFC today even if it was not official it nevertheless did represent the will of the team, looking at the other "official poll" I see that the team's will is still very similar. However, I do object heavily on polls being done in the middle of chats, when we have not had time to provide adecuate information for the people to make a good judgment. Everything that we have negotiated today will be polled, just like CFC will poll themselves. But understand that doing things before we have concluded our work only serves to confuse people on what is going on.

How precisely are these polls speeding the issue? On the contrary, they are making the whole process slower. If you could have only waited a few more minutes until the chat was over, started a suitable discussion thread on what was negotiated and then made one big "official poll" on the points discussed in the chat then we could get this over quicker than making vague polls with no discussion and no chat logs to back them up.

It asks a very biased question that suggests only one answer. It doesn't explain the context or the actual issue that was being discussed, nor is it at all relevant given that no such proposals were made to CFC, nor were they asked for by CFC.

How is it biased? Either we do or we don't. There's no context to explain. Now, if you are asking for a compromised amount, that is different. We can discuss a different amount if you like.

Well, for whatever it is worth, the poll is valid on it's face. So too would the law then be.

BigFree felt the need for the thread and the proposed law, for whatever his reasons are. It is now up to the people to debate the issue, and to vote.

If things come up after closing and passage of the law, if it passes, then ammendments may have to be undertaken. Democracy may not be the best system we could have, it is simply better than all of the alternatives.

I'm sorry, but I am confused. What exactly is "tech parity"? I know it has something to do with trading techs, and it's some reference to things being "equal".
How is there a cost associated with that?

(I'm not a native English speaker so that could be the problem here.)

What is the "actual cost" of a tech? The number of beakers we spend on it? How do we translate this into a (gold) cost?

I'm not voting on official polls like this until it has been made clear what they are about.

First off, I have voted yes, but I want my vote nulled for 2 reasons:

I just woke us and didn't think
No debate before posting.

Now, with that said....

around 25% sounds reasonable and I would like to modify this for a moment.

I would like them to pay for 1/2 of the beaker cost as if there were 4 cives left AND they were the last civ to get the tech (3 others have it). There is a reason for this: they are getting the tech for 1/2 the cost that it would cost them if they were the last (not counting GCA, 4 total civs) civ to research the tech. This amount is equil to 57.083% of the full beaker amount divided by 2 OR 28.5417% of full beaker cost. This amount is based on having 4 civs remaining AND they are the last civ to get the tech (see AreaX for formula).

Or to simplify things, 6.85 times the editor cost.

So, say that we want them to pay for Invention. The Editor cost for this tech is 44. So, 44 * 6.85 = 301.4 or 301 gold (1 gold plus 15 GPT). Just to give you an idea, the full, first one to the tech, the amount of this tech is 1050 beakers.

NOW, as for if they research something, even with the 40 turn route, I say that we pay them the same amount. At the same time, we will likely have them researching the deadend techs that will cost the least amount to research, so overall, we are making out.

CFC wants to have every tech we have. That would be parity.

CFC's economy is not equal to our own; should APO be punished for that? Techs have a certain "beaker" cost which translates to commerce or gold per tech. Cities generate commerce which then can be made into either beakers (research) or gold (treasury) or put towards making the population happy. This is a one for one equation. One commerce can be made into one beaker or one gold by adjusting the slider in the F1 screen. The formula for the actual cost for each tech is cleary outlined in the Area X thread (At least I think it's that one).

The point is that I don't want to give all of our techs to CFC without them making a major commitment towards supplying us with a good portion of gold/commerce to pay for the research of techs.

The idea was mentioned that we would ask CFC to give a Max of 50% and a Minimum of 25% of the cost of the tech. To me, 25% is just too low. So I thought I would start an official poll to at least demonstrate that this Minimum is not acceptable.

Right now, as it stands, the above "offer" was not made to CFC. But, I would like to see a specific amount asked for in the future instead of just leaving out the details. I want CFC to be held accountable.

This poll(if it passes) is an attempt to make it clear that we will not accept 25% of the cost of a tech as payment for the tech to CFC.

Personally, I think 40% is fair and reasonable. It will allows us to "bank" some gold while CFC has to spend virtually every cent on research. I would also not give CFC any tech until all of the gold has been paid. I also like actual gpt deals versus them "gifting" us gold every turn or every other turn or something else. With a gpt deal, we can count on certain amounts comming in and we can plan accordingly. The only way CFC can stop a gpt deal is to declare war on us.

Here's some background info on what BF is getting all hot about:

CFC wants us to share all techs. We don't really want to do that. However, we also don't want to tell them that we don't want to do that. Instead, we've decided to come up with a nice method whereby we both share in researching the same tech together. It would work like this:

CFC gives us GPT, which allows us to set our science rate higher than normal. Thus, we get our tech sooner than we would if researching alone. After we get it, we gift it to them so, in the end, we both get the tech.

The issue is this: How much should they pay?

Now if we both had the same economy, obviously, they'd pay 50% of the commerce/gold that we're putting into the research. However, we do not have the same economy.

As a part of our agreement they will reveal to us the exact value of their economy, however, we run into issues when we try to figure out just how much GPT can they give us, and how much should they be asked to give us.

It is absurd to think that they can contribute equally. If we drop our research to the level that they can contribute, we won't speed up our research, we'll just go at CFC x 2 speed, which isn't going to be enough to keep up with CGN or GWT.

Therefore, for this thing to work, we should go at the highest rate possible, using as much of CFC's GPT as possible, and hope for the best. It may be that CFC can only contribute 1g for ever 4g we put into research. It is even possible that they will be able to contribute less.

In that likely scenerio are we willing to accept that CFC is getting more of a benefit out of this agreement than us? Because if we're not, we may as well throw aside the alliance we just negotiated -- as the tech cooperation was a key aspect of the agreement.

Why should we agree to give them more of a benfit?

1) We are getting techs much faster than we otherwise could. They are helping us too.
2) We are getting a steady stream of gold from CFC -- in essence we're PRESELLING every tech we research to CFC. Not only do we get techs, we get cash.
3) We are giving CFC a very real benefit from staying in an alliance with us, something that they would be foolish to throw away. This was our aim from the beginning when trying to forge this alliance.
4) The more we cooperate, collaborate, share, and work together, the less likely CFC is to seriously consider attacking us.

In my opinion we are fools to throw this opportunity away. I once thought that selling tech "cheap" was foolish because the guy who bought it paid much less for it than I did, but multiplayer economics have clearly taught us the true lesson of tech trading: Your research cost is worth the tech you get. Any gold you get on top of the tech is a bonus, and multiple tech sales result in even more profits.

If CFC gives us 40gpt for a tech that takes us (combined) 8 turns to research, we have just made 320g, and we got a tech much much faster than we could have alone.

We could then take that tech and sell or trade it to CGN, further increasing our profits.

However, BigFree's bill wants to set a minimum on the amount CFC has to pay and if they can't make that minimum, what then? They're not going to give us any gold if we're not going to share the tech. We're not going to get the tech any faster on our own. We're not going to be able to trade them the tech for something else so we'll ultimately have to sell it to them, but at a discounted price (because they don't have much cash) ... so we'll get SOME of the money we would have gotten if we collaborated, we'll just get the tech slower.

If we tell them, "pay us 50gpt!" and they say "We can only pay you 35" and we say "sorry, our law says you must pay 50gpt" then they'll say "but you promised to share techs with us", and we say "We will if you can afford it" and they say "you tricked us!" then what? What's the result of our techsharing? Our alliance? Our relationship? We just screwed ourselves because of our greed and selfishness. Aren't we brilliant?

The answer is pretty clear. Either vote "yes" or post that you "abstain" and perhaps we can nullify this ridiculous "official" poll.

First, I would like to say that this poll is vague and that a clear definition of tech parity should be in the first post. Furthermore, NO ONE is agreeing to full tech parity at any cost, because we will still be trading with the other civs. Lastly, this is quite frankly a rather dumb move on the part of BF because if "No" wins the consuls can still decide to do whatever they want (no bill will have been passed) but if "Yes" wins he has accomplished exactly what he opposes. Because of these last too points I voted "No" to nullify this poll, and urge all other "abstainers" to do the same.

Tired of ads?

Thanks for the explanation, Togas! That really helped me in deciding. I had no idea that this kind of alliance was being drafted. I think the concept is a very good one.

edit: ...ESPECIALLY since we give CFC a VERY limited window of opportunity when to attack us: if they attack us somewhere in the middle of a tech research, they will have thrown away the GPT they already put into it, because we won't be giving them the tech anymore of course.
