What limits are you talking about? Go to the Game Editor and look at Rules/General Tab and go to Scenario and check the three options, Custom Player, Map and Rules. Now again click the Scenario Properties and see what you might set or change there. After you are statisfied, Save As and then generate a game from these new choices and save again as a scenario with a unique name. Close. Start the regular game, choose Civ Content and find your 'unique named saved newly generated scenario' click and then you will get the normal game start-up with whatever you set in motion in the game editor.
Good luck, it is easier than it sounds and you can alway default the settings and start again if you goof up.

Well, I believe you are quite correct about that! When I used to play CIV II I boldly set game turns to 1500 plus, however funny thing, I never played a game more than 2 or 3 hundred turns. Have you? The limit I would like to see a work-a-round for is to edit and reset a 'saved game' and use that as a game turn extender, however even that would most likely be unnecessary as even then two or three resets would most likely be all I cared to play, still leaving hundreds of unplayed turns.
But who likes limits even when it is getting harder and harder to reach them in game play in any practical manner.

I'd like to play more than 540 turns. Is there no way to extend this?
