If establishing both D and E does not bring that iron in our borders, I will... err... whack myself in the head repeatedly. 
One advantage to B1 is that the city has immediate access to more land tiles, including bonus grasses. Also, with only three tiles between B1 and A, those two cities can claim almost all of the rest of the open territory in our southeast, leaving temples purely for when we have the time. With B2, either B or A would have to build a temple to get all that land inside cultural borders. However, A could use a temple anyway, in order to get those plains up north into our borders and workable by those two cities.
B2 has the advantage of getting the fish in its borders without needing a temple, and less overlap. The overlap won't really matter until Hospitals though, so I don't think that's too much of a consideration.
