Question/Problem with conquests Support Apolyton, buy Alpha Centauri

I got conquests over christmas and seem to have a problem, when I discover writing it lets me make embassies, but when I contact them I can offer a military aliance but a not a right of passage aggreement, is there anything else I need to do besiceds make a embassy

C3C changed some tech requirements for some diplo pacts. Right of Passage now require Map Making.

I think it makes a bit more sense this way. How are you going to negotiate this sort of thing without a map?
