Someone said it before - macromanagment that is less efficient than micromanagment will tend to be ignored on higher levels and when playing other humans.
However, does all macromanagment have to be inefficent? No.
It is mostly such where it involves a more or less complex AI: such as City Governors, Economy managers and whatnot.
Another type of macro would be presenting player the data in an efficient way so he could do multiple changes of different things (production queues, unit destinations..) in an easy way or by setting up simple conditional mechanisms.
