Most states that backed the War in Iraq did not do it on the merits of that war, but on the fact that the US made it an "either with the US or against it" proposition for everyone involved, so states supported the war in order to maintain their relations to this admin for the most part, not becuase they cared about Iraq or even belived the arguement, but becuase they wante dto maintain good relations with the Bush administration. This is specially true of Eastern European states. You can probalby point to Howard and Aznar as true believers, but not many others.

There was over a year of buildup to the war. It's also very interesting that the UN (anti-war types in France, Germany) were only excited about inserting inspectors and the like when US action loomed and Iraq only agreed to it in this case. IOW, France et al were content to let IRAq slide by with noncompliance with their GW1 agreements.
