Claro que se puede, solo fijate en el escenario napoleonico o el de sengoku  , y si, como dice MZ, tiene que ser en *flc.
No lo intentes con el Flicster, que no funcionara. En cambio, he hecho una busqueda rapida sobre programas que trabajan con el flc y encontre....

Ahi hay para download y todo, ahora bien, no sé si el flc que saldra de ahi sea o no compatible con el flc de civ, pero bueno, fue una busqueda rapida.....
