For one, there's a space between Octavian and X. 
Well, time to start up the ol' campaigning engine. 
Now, you ask, why vote for Octavian X?
For one, experience, to an almost excessive, scary degree. I started playing the Civ3 Democracy game during July, 2002. Of course, that was a single-player game back in the days when there was only vanilla 
I was one for the first members of CFC's PTW ISDG team, and during that time have held offices ranging from President to Ambassador to Apolyton (and was recently appointed Ambassador to GWT). Of course, while my actions in office can be disputed (I think I had some role in the great GCA war), I will claim that the many lessons I've learned the hard way can be applied well here.
Second, dedication. Honestly, you don't get involved in as many areas as I do without having some degree of dedication to the job. 
As for my platforms, I will start out be saying, that for this first game, I do favor an agressive policy from the start. In the first round, it's kill or be killed. The faster we can eliminate rivals, the safer we can make outselves from being destroyed, and the faster we can get on the round two.
That in mind, my second policy is honor. We must remain honourable in all our dealings with all our rivals, whoever they may be, especially in this first game. We should do our best to maintain a good repuation, as it will undoubtedly carry over to the second round. As the saying goes, honesty is the best policy.
My third platform is one of democracy. I've always preferred to discuss decisions very carefully before making any actions. If elected consul, I would pledge to do this. One should not make autocratic decisions in these types of games. As time allows, we should discuss each aspect of our policy. Executive decsions on any matter of this game should only be made exclusively by the consuls when there is very little time for discussion.
In short, vote Octavian, and I'll see to it you get sent a doughnut.
