I wonder if they are superpowers because they are fascist or if they are fascist because they are superpowers.
Either way, it's nice to see the AI pulling the human trick of Researching 100% - maybe even at a loss? - and then reaping huge rewards in trading the tech to further finance fast research.
Seriously, though, maybe they are already really strong and decide it's time to conquer some land or take some luxuries and switch to a wartime government or something. The AI needs all the help it can get.
Have you tried switching to fascism yourself to see if it makes the game too easy at your normal difficulty level?

I'm with ducki here: you might just be confusing cause and effect.
In the Strategy forum, there's a thread about fascism and people think it's actually too weak. It seems to me that Republic and Monarchy are the "general-purpose" governments and the others are for specific situations (the range broadens a bit if you're a Religious civ since you can switch more easily), so I think all of the governments, including fascism, have their place in the game, it's just not all that often they're actually needed. (I also suspect sometimes when they'd help us, we don't actually notice...)

Are you playing a patched game? Is the AI rich enough to afford 100% research because it is in fascism or because of the gpt bug?
