OK, some help for Crusty and other foreigners outside Australia:
'****er' is as described above, basically satsifying ones own needs in a certain department;
this is generally regarded as a waste of time;
SO, to say someone is a '****er' means they are wasting time and effort and maybe trying to achieve something they can't

Good morning, one and all.
The word "****er" is obviously both noun and adjective. The verb, obviously, is "to ****". The present participle, equally obviously, is "****ing", and the past participle, ergo, is "****ed".
Warming to the task, the future tense is "shall ****", the present perfect tense is "have ****ed", the past perfect is "had ****ed", the future perfect is "shall have ****ed", and the imperative, plainly, is "****!".
Now to some of the more esoteric tenses:
* The imperfect indicative tense, a form of past tense used - in Italian - to indicate an action that was performed habitually. In which case the form is "was ****ing";
* the conditional perfect tense, used to express an action that would have happened if something else had been possible. A practical example: "He would have ****ed if he'd had the time".
And so on, and so on. Even more tenses and their application available upon request.
Now to meaning. Apart from the literal - which is to say, for example, "practising the scales on the trouser trumpet" - its use is strictly perjorative. "To ****", metaphorically, is to be "up oneself", implying an unwarranted sense of self importance, an unwarranted assumption of knowledge, and, most importantly, a proclivity to pour forth same, at length, to a point beyond tedium.
The noun "****er", though, can have a variety of other metaphorical meanings. In the case under study - Mr Alexander's Horse -v- Mr Khanman - I would argue that it can safely be assumed that Mr Horse was settling for one of "****er"'s most basic translations - to wit, "********".

No, Carolus, not an Australian politician, but Australian politicians are great practitioners of the art under discussion. As are most politicians. 
In fact, J. Arthur Rank makes the list as rhyming slang. What does J. Arthur Rank rhyme with? J. Arthur Rank was a British film producer working from the 1930s through to the 1960s. Beyond that, the company existed in name only. Whether Mr Rank ever knew his name came to be used as a rhyming synonym for the art under discussion will never be known. Let it be said here, however, in case any of the Rank family happen to read this forum and are feeling in the least bit litigious, we are in no way claiming he did. Or, indeed, was one.
