I modified the following:
Military research (cut 50%)
International military aid (cut 70%)
NSF programs and NASA (added 20% each)
Forest Service (cut 10%)
Agriculture (cut both things 30%)
Mass transit (added 10%)
Elementary/secondary education (added 10%)
State children's health insurance (added 10%)
Old-age and survivors' insurance (eliminated)
Legislative functions (cut 10%)
Executive functions (cut 20%)
Tax cut benefits for top 1% (eliminated)
Some corporate taxes (eliminated)

to echo my sig line... laissez faire capitalism is as flawed and foolish an ideology as communism. Complete control cannot be trusted to the state, nor private interest. And because I'm a firm believer in Jeffersonian Democracy, government's ability to provide for the public welfare should not be usurped by private interest.
The ideals of government providing for the public welfare are in the preamble of the Constitution. It is part of the structure of our government. Laissez faire capitalism and free market ideals aren't. 
In addition, I also believe that business (in general) functions better when small and independent franchises compete. The very nature of laissez faire capitalism are in conflict with the ideals of competition. Look at the development of any industry. The strong eat the weak until there is one (or a few... forming a cartel) left alive to control the industry.
Capitalism is a game... it needs rules. And the government is the referee keeping things fair.
