1. Turnchat Times
* We will continue to attempt to hold chats at 9 p.m. EST on the day that a save is received.
* As before, if the save has been received previous to 9 p.m. EST and at least one Consul is present at 9 p.m. EST that day, the save may be played at that time.
* If the save was available before 9 p.m. EST on the previous day and was not played that day, any one (or more) Consul(s) may play the save at any time on the following days.
*If something BIG is discovered upon opening the save (or the team becomes aware of due to a previous team's communication, but which may nevertheless call for important changes), any Consul may (and should) post in the turnthread recommending that the turn should not be played by any Consul until X (as they determine) hours have passed for team discussion and/or all 3 Consuls are either present or state that their presence is not necessary.

2. Missing Orders and Changed Orders
* If the turn is played and there are no orders posted by a minister, any actions taken that were not ordered should have their intentions explained in the turn report. This is necessary so that ministers writing orders for following turns and any Consul(s) not present who will be playing following turns know what the Consul(s) running the previous turn(s) had in mind.
* If the Consul(s) playing a turn perform an action that is not in line with a minister's written orders, they should write a reasoning as to why they did so in the turn report. This is in order to keep that minister (and any Consuls not present) up to date on changes to our plans (even if minor ones).

3. Defense Plans
* The Minister of War should post in the Ministry of War thread (or another suitable thread) an easily accessible plan which lists the overall plan, the logic behind it, and the specific roles and missions assigned to any individual units.
* This posting should be updated by the Minister of War periodically to reflect changes in our situation and thus needed changes to the plan and the missions of any units.
* The purpose of this plan thread/posting is so that the Consuls have a reference for current military plans and unit missions/roles to refer to if no orders have been posted for a turn they are playing.
* It may even be possible in peacetime for the Minister of War to only work on updating this overall plan and merely copy and paste into the turnthread the unit missions as they apply to each turn. We leave that issue, however, in the capable hands of the Minister of War.

Background/Reasoning
Once I was able to talk to Master Zen without him losing his connection every 30 seconds or so (which should be fixed tomorrow he says), I brought up these issues and then MZ and I were able to iron out the following decisions (which thus have 2 Consular votes). These are, of course (especially since Trip wasn't around), open to review and alteration by the Consuls in the future. They govern, primarily, how we intend to hold chats and how to handle situations where orders are either not present or changed.
We'd like to keep a standardized chat time to provide more opportunity for more members of the team to know when chats take place and have a chance to be there. The one area where I think these guidelines could use alteration (now that I think of it) is that we could change the standard chat times on weekends in an attempt to accomodate European members (in particular). Any suggestions people have in that regard (other things we could do while still trying have a time all of the Consuls and ministers can make) are welcome.
As for the next issue, a lack of communication regarding intentions when different Consuls are playing different turns could be a rather severe liability and was a problem this turn when MZ (and then I) looked at the save and had to do detective work in an attempt to figure out what people were thinking the previous turn(s). Since a similar issue probably affects the ministers when Consuls change their orders on them, we figure it would be nice to at least always try to explain to them what we had in mind.
Lastly, we understand that the ministers sometimes have their own connection issues and may not always be able to post orders each turn, especially with the pace of play having picked up lately. MoI E_T seems to have solved this problem by posting orders multiple turns in advance. We'd like to find a way that we can get the Ministry of War to provide something similar (though not necessarily so detailed) so that a Consul playing a turn where there are no orders doesn't have to figure out and/or create missions for each unit on the spot (and only those units which do not already have missions or whose missions need to change given new events).
So these decisions are basically just ways in which the Consuls would like to improve the efficiency and internal communication of the cabinet.
